My Windows phone HTC 8X doesnt have a call+SMS filter

Ive looked up on 7 diffrent locations to find how to block numbers on my HTC Windows 8X (version 8.1) and it says to use Call+SMS filter to block them but my phone doesnt have that installed so i thought i had to get the app but none of that name exist what do i do the mumber has called 8 times its a NY number when i live nowhere near nor have i ever lived in NY i looked them up its a scam number and i want it GONE help please

I believe the 8X does not have call/SMS blocking functionality.

You may be able to block the number using tools from your service provider.
