I wasn't 100% sure where to post this. About a week ago, my coworker's dog was killed in a hit and run accident near their home. The landlord has a video from his IP security cam. It's of poor grainy quality, in a format I had never heard of called .rf. I was able to get it to play in VLC Player with some tweaking. You can see the vehicle hit the dog and move on, but you can not make out the plate number, or many details, the quality is just not good. Is there any software I can use to cleanup and improve the video?
