I don't think so, there's only APIs to control what's displayed on the lockscreen and how it animates, you still have to pull up to unlock like now.
I haven't heard anything about password protecting apps.

Wp 8.1 suppots third party messenging apps...Dat means can developers make messenging app that is protected by passwords?
