New firmware on WDRT

I was restoring my phone (ATT Lumia 830) last night and noticed that there was (what I think is) new firmware on the WDRT:

Is this new or was I just out of date? Windows Update said I didn't have an update.

I am currently on Win 8.1, if I enrol to Insider program, will I gain access to this new firmware, on non-AT&T phone...

No, you will not get it on a non AT&T device. This is only for the AT&T Lumia 830 RM-983
