New W10M install: not logging in to email

We just installed Windows 10 mobile on my sons Lumia640.
Once it was installed, we tried to 'log in' to the Outlook tile so it would download all his contacts, emails, texts, etc.
We put in his information, and it said done, but nothing changed. We clicked on the tile again, and it said 'add account' like we hadn't done anything. We put in his information again, and it said done, but nothing changed. We clicked the tile again and it still said 'add account'.
I didn't have this problem when I upgraded to W10M, once I logged into outlook once, everything downloaded with no problems.
How can I fix this?

Windows 10 Mobile is a major upgrade. As such, it is strongly recommended to do a hard reset after the first time. When you set up the phone after that, sign in with a Microsoft account, and Outlook will use it automatically.
