NFC while screen is locked?

Is there any way to use NFC for starting apps while the screen is locked or even turned off (screen only, not the phone)?

I was under the impression that that was normal NFC behavior to begin with? (throwing up a dialog of course)

NFC doesn't seem like the type of tech you would want being used accidentally...
