I bought mine in Switzerland, currently using it on a French network, but the phone has the CSC code 'NEE'.

I'm considering flashing it, however I don't have access to a PC, only a Mac.

Is there any way to update the software without a PC?

You may want to consider CSC method. Follow the thread before making a decision.

No. That is defined by the OS version.

for example I know that I am running GDR3 as I installed it using preview for developers and my OS version is 8.0.10521.155

If you check your OS version as I suggested before and post the version we will be able to advise what GDR release you are running
