no hot corners for mouse and keyboard user?

I have enabled hot corners setting, but when i point to top-right corner, it doesn't show charm bar.
Does it disallow charm bar for mouse user? Or it is only me?

it allows it from WIN+C as well as using my laptop's touchpad.
