No more development in windows 8.1 platform?!!

Is Microsoft neglecting Windows 8.1 platform?!! & I own Lumia 720 which never gets new windows 10 update. Now what should I do?!! I spent fully 16990/- Indian Rupees for this phone!!!

Win 8.1 will continue getting o.s. support. Only skype, for now, will stop updating on Sept. In forum there's plenty of positive answers

Sure? I own also a L720 but I'm scared to return to Win 8.1 even if Win10 is quite unstable and recently has worst battery life, the phone shut down reaching 30% of battery.
in example: is it the Map application working? Is still not possible to put saved maps for offline use on external sd card?
What about the maps update? Are all other MS applications upgraded?
