Go to Cortana -> hamburger menu -> notebook --> settings and then turn it on. It's still in the build don't worry it never left.

Thanks a lot.
Cortana disappeared in menus in that build; only now I found by myself that tapping 3 secs on the search button make Search start for the very first time, then downloads and installs Cortana by itself, syncs with previous personal data backup and THEN appears in menus and contex, so finally I can activate voice control and sms reading !!! At last!!!
