no updates for me

my 640 keeps saying "Your device is up to date.".

I tried switching between insider rings, un/reinstall the Windows Insider app, turning off reset protection, soft reset, it still just cannot find the update.

This is the first time it happened to me. For all previous builds, it always find them without any problem.

The only thing I did not try is a hard reset, or go all the way back to 8.1. I don't want to go that far at this point.

Well you have a few options.
After switching rings you should be prompted to restart your phone.
Also check you have the latest version of the Windows Insider app from the store.

1. Switch to 'Insider Preview' ring and then check for updates.
2. If you opt out of the Insider programme there are official updates higher than .242 which your phone should see.
3. Slow and fast rings point to the Redstone builds.
3. If all fail, I would roll back using the 'Windows Device Recovery Tool' and try updating again (try official build through upgrade advisor app or Insider preview)

on pc it takes a while but on phone it should be a matter of minutes
