No voice in Maps in news builds for non-cortana users

Can someone confirm that speech in Maps in newer builds than .218 is no longer availible when your phone is set on regions and languages that are not supported by Cortana?

I understand that when my phone is set on region The Netherlands and language is Dutch I will loose speech in Maps because of Cortana integration?

Did you have a source for this expectation, or is it just based on what's been happening with your device? I'll be keeping mine on English, when over in the Netherlands shortly, just in case.

The source is people who use the Insider builds.

I also have no voice in Maps. Regional The Netherlands and language Dutch.
