I have a Rogers Lumia 920 on t-mobile in the US. Wifi and cellular data stopped working after updating to 8.1.
If I try to turn WiFi on, I get "Can't do this right now" "Try again in a little while. If the problem continues, restart your phone and try again."

I have restarted and soft-reset the phone a couple of times.

Well its working for me...I am typing this from my Rogers 920 on T-Mobile. Have you tried opening Access Point and reselecting T-Mobile APN?

I didn't have Access Point installed. I had entered the APN by hand but it won't let me anymore, when I try the save button freezes the screen for a few seconds then drops back to the SIM screen without saving.

I'm not sure if this is related or not, but I'm also having WiFi issues...it is constantly dropping my Wifi access point. It doesn't show it in range (when it was 2 seconds ago), and says 'No networks found', if I try to toggle it off/on, it just spins and never actually shuts wifi down.

The rest of the phone continues to work fine...data via 4G/3G works, etc, but Wifi is toast at that point and I have to reboot the phone to get it working again. Something isn't right there.

Right now, it says its connected to my work's wifi, all the why saying 'No networks found'...something isn't right.

I'm on an HTC 8XT on Sprint in the US, btw...

It's a bug... I posted about it here...

I have found the same problem with my Rogers Lumia 920. I performed some testing and found that data is not going across mobile network or wifi, but if I turn on internet sharing, everything starts working.
