Nokia Lumia 520 with Amber update has become stuck on gears after reset?

My Lumia 520 with Amber update has always worked before and after Amber update, but I have had a number of problems like my phone that constantly restarts or shuts itself off whenever there is a sudden movement, and duplicates of my songs, videos are being shown on a playlist.

However, my real problem is caused by my L520 not going past the gears screen upon doing a 'hard reset' which involves restoring it to factory default. I know there is a software you can download, where it would then reflash the whole deve and download a newer operarting System, but I just don't have that much data allowance to download an O.S that's 1.20 GB.

I too was having this problem, the following steps fixed it..

Step 1
Make sure the phone is turned off.

1. Press and hold the power key.
2. Phone vibrates (release the key)
3. Press and hold the volume down key.
4. Exclamation mark is shown on the screen (release the volume down key).

Step 2
Input the following key combination:

1. Volume Up
2. Volume down
3. Power
4. Volume down

The phone will reset and boot up automatically.

It only makes the Nokia symbol flash, that's it.
