Nokia Lumia cant connect to toshiba laptop via data cable?

I have a Nokia Lumia 920 and I am currently trying to transfer some of my data from my toshiba laptop to my phone, but the two dont connect? For some reason, when i connect them, the phone will charge but there is no sign saying that they are connected....and when there IS a sign it always says 'folder is empty' when of course, it not. Because of this, I am not able to transfer my data which I need to do.
