after doing the region changething restarting many time ,The download button doesnt appear instead this app is not for phone can any one help

Switch off wifi and try using mobile net..Even, i faced the same error but when i tried with cellular data, the apps got installed.:)
P.S: I'm also from India :)

Brother , i am too in india, Changed the region to US, applied the proxy 117.135.139.179:8888 , but getting the same message "app not available " I am having lumia 520, can you please help me out!

Using WiFi is not necessary here. You just somehow have to fool your phone thinking it belongs to US.
you can do that on your cellular network too.
Go to " Settings" --> "access points" --> "add" --> duplicate the working access point --> use "117.135.139.179" as proxy and '8888' as port --> save and make it active.
Change the region to US (obviously).
Should be able to add apps to your download list. Once you are finished with addition to your download list, use original access point/working wifi do download apps completely.

I am from India too. It will work. Do as I say:

I've tried every single suggestion in this thread and simply cannot get Pro Cam to appear under Nokia collection - any clues?

Nokia has removed ProCam from the store (I smell an update coming), give it a day or 2 and then try again once its back
