I don't think Nokia should produce Windows phone because the os still lack apps.

I think the only way new "Nokia" hardware would see W10M, is if you could (officially or unofficially) remove Android in favor of W10M.

Nokia did produce Windows Phone devices for years. As an OEM, they were just like every other vendor not named Apple or Samsung: struggling to make a profit. As a WP OEM, they were the biggest fish in the second-smallest pond. Why do you think they're planning on using Android? Not that they'll be any more successful with Android, though.

windows phone only needs a loads of content (apps), it is already a nicely usable os.
