Also make sure you aren't using the Beta version of facebook. there seems to be some issues with integration of certain features such as Action Center

I had a problem with Facebook Beta, so I removed and install the main Facebook app (8.1 version), open and configure it for notification, now its ok. Working =)

Indeed. Best update to the main version designed for WP8.1. People hub even prompts you at the top..

Yes. Needs to be enabled to run in the background to get background updates/notifications.

It's mandatory have Facebook installed and logged in to notification works well. Not a option.
