Notifications not working

I no longer get any notifications after I rebooted my phone and restored it from a backup.
Apps include WhatsApp, OneFootball App, Asphalt 8 and breaking alerts from MSN News and CBS News.

Pre-reboot had no problems.
I have hard reset multiple times but to no avail.

I need help. I'm never going to use Windows 0S again.

Are these apps enabled to background use? If you have disabled these apps then you wont get notifications

Yes, I have.
WhatsApp is even on set to run even on Battery Saver.
Sigh.

I'm having the exact same issue on my Lumia 635. Hard reset twice, master reset once.
