Old photos in cloud downloaded on new Surface Pro 4 takes free space

When I open i cloud photos or Google photos from the cloud they go directly into Pictures and eat up all my space. I don't want to store them in pictures, I want to store them in the cloud. Is there a way to remove them from pictures and block them from going in whenever I download the icloud or Google pictures app?
