On desktop, my pointer becomes the spinning small blue circle and I can not open icons. What do I do?

On desk top, my pointer becomes the spinning small blue circle and I can not open icons.

when putting pointer in the task bar the arrow appears and I can select in that area. Web site etc, outlook every thing seems OK. The problem is on the desk top area totally weird?
