OneDrive duplicate folder bugfix only for WP8.1 ?

When I check the store from my laptop, I can see that the app is at v4.1.1, however when I browse the store through my phone, it shows v3.6.0.0
I'm running WP8 and not WP8.1 Dev Preview, my region is India. I'm not quite sure why the update isn't appearing on my phone. Anyone else facing this problem?

NOTE : Similar is the case with the ebay app.

I think the onedrive update for the duplicate folder was only meant for those of us using 8.1 yes.. Because only the 8.1 users were complaining about it

First they updated onedrive then they fixed duplicate folder caused by update. And update is only for 8.1.
