OneDrive issue: photos sync to Surface, but not to PC

I assume my situation is similar to a lot of you: I have a Windows Phone (Lumia 1020) along with a Surface 2 and a PC with Windows 8.1. Something I did or didn't do has caused a change in how my OneDrive is behaving and I haven't stumbled across the solution so I hope some here has some advice. When I take pictures on my 1020, they will show up under OneDrive (it still says SkyDrive of course) in the Photos app on my Surface within minutes of the two devices having Wi-Fi access. I have the phone set to send high quality photos, which requires Wi-Fi. The photos never show up under OneDrive (SkyDrive) on my desktop PC Win 8.1 Photos app unless I physically connect the phone and PC. This behavior began around January. I assume I've done something wrong or inadvertently messed up a setting somewhere. Anyone got any ideas?

Onedrive syncing is deeply broken right now. People get mad for some reason when it gets brought up. The last time I started a thread about it, it turned into a flame war and got locked.

I don't know that OneDrive syncing is deeply broken over all as you claim. I just know that it was deeply broken on my PC. As I described above it synced perfectly between my phone and Surface and the web version of OneDrive, but it stopped syncing with my desktop back in January. I had Microsoft OneDrive support take remote control of my PC in an attempt to find what setting or option that had been changed or some component of the service that had been turned off somehow. There was nothing obviously wrong. In the end, I decided to use the "refresh" command on my PC. This took me back to Windows 8, which meant a long session of reinstalling over 100 updates before I could even get to reinstalling 8.1. But the result has been worth it. OneDrive is syncing with my PC just as it does with my Surface. I still don't know what happened and I sure don't want it to happen again if the only solution is a "refresh."
