OneNote is free now, but where is the offline installer without app-streaming?

When I click on the links, I am offered the choice to either "run" or "save" the file. What am I missing?

He's talking about how they're using the newer (and honestly better, because of the way it handles updates) "Click-to-Run" technology to install this. You download a small ~500kb installer that then streams the app on the fly so that you can even use it over the internet as it's being installed.

No way of working around that.

Yep. I've had bad experiences with Click-2-Run and the update procedure in particular. Many times I was locked out of Office because an update didn't finish installing, meaning no Office program would run.

I now keep C2R Word and Excel installed in a read-only location and I haven't had problems since. They say you can turn off updates, but it would still check and fail occasionally. For these reasons I'd prefer a traditional installer.
