Paid app not working?

I bought dropbox viewer and can't get the dev to respond. Who do I talk to at Microsoft about getting a refund? This is just stupid that they allow such crap in the store. We don't need another android or ios store.

The app worked until I had to reinstall is the thing. So I'm kinda wondering if wp8 keeps crap like windows always does. Never really deletes everything from the apps.
