Pen click doesn't open a new OneNote page.

Anyone else run into this?

One click on the SP3 pen, it opens OneNote (either Modern or Desktop depending on configuration), but goes to the last page I was editing. It doesn't open a new page. If I click one more time, then it opens a new page.

Was this a change in the behavior in one of the updates? Or has my computer lost it's mind? Or have I lost mine?
