People App Problems again

Just noticed today that I have several missing contacts in the PEOPLE app on my PC. It appears to be syncing correctly on my SP3, but my PC has several missing contacts from Outlook.com

I do not have the PC filtering the contacts. Any ideas to help fix it? Besides the app fixer utility. It doesn't work.

Anything in common in those missing contacts? Like they were added the same day or they were imported from another source?
