Personalise Handwriting Recognition - Not working SP4

i have exactly the same problem having upgraded to anniversary edition. it worked fine beforehand.

And this was dated last August, today its July 22nd 2017. My "NEW" Surface Pro 4 that I bought in the sale of the MS web store has the old Version 10.0.14393 Build 14393 and I have the same issue of no text to copy and a 1 of 0. How do you go about getting the 10586 Build? Is there a way to get it? I bought the Surface due to it having Onenote and handwriting recognition. Come on MS why are we waiting for this?
