Difficult to say if there's anything wrong with it. I can't even tell what it's supposed to be a photo of. And the size of 640 x 360 doesn't make it any easier. What size have you chosen in Settings on you Lumia 930? Did you change the exposure settings manually or did you use auto?

What makes you think there might be something wrong? Do you have a daylight shot that shows this?

it is a shot of night bulb, very low light blue color. I was testing low light capability of lumia 930. Everything is fine with day time shots and night shots only when i try to capture this blue bulb at night it shows dark spots on picture.

If the main subject of your picture is small and very bright, like this bulb, the camera will meter the high amount of light coming from it and reduce the light in the rest of the picture to balance it out. So the dark parts will be even darker. And that's a good reason to shoot raw as it means you can compensate by bringing the dark parts back up again.
