Is there a camera app that does exposure bracketing? A bit surprised that popular apps like CameraPro and ProShot don't have this feature. I am not trying to do HDR, just want something that gives me 3 shots at 2/3 or 1 EV intervals so I can choose the best one afterwards.

not that I've seen on the store...your best bet for now is probably post processing app.
There are a lot and some really good post processing apps.
