Wherever you got this from, this can't be anything reliable because there's no "pin to start" option. This image is definitely not a Windows Phone 8.1 feature.

What is "pin to bottom"? Do you mean this is already a feature in WP8 GDR3 or something? I have WP7.8, so I wouldn't know.

Looks like "pin to start" from wp8.0 is replaced with two options "pin to top" and "pin to bottom" in wp8.1. Whats so hard to believe about this?

I tried on the SDK that option doesn't exist maybe in the final build ? but I really don't think so.

"pin to start" was available since WP7.5 (or earlier - my first/current phone is the Lumia 900) and is a pretty core feature in Windows 8.x. I strongly doubt that's a feature that Microsoft is going to change or remove anytime soon.
