Playing downloaded songs only

Does anyone know how you can just have Xbox/Groove Music play only songs that are downloaded? There are those times when I don't want to use my data plan to stream. I know I could turn on Airplane mode but that makes no sense to have to disable your phone. Thanks in advance.

Open music app, tap on colored text (next to the word "refine") and pick "available offline"
