Playlist Offline toggle greyed out

I was playing around with a couple playlists this morning on my phone and noticed when adding some songs to current something odd. I noticed that some of my lists are streaming and I wanted to toggle those to download songs when added. However all my playlists have this setting greyed out. Some are on, some are off.

I don't remember this being disabled before. Any ideas why?
