Plex app not installing?

I cannot get the plex app to install , it downloads and then gives me an error 0x800700ce. I posted this on windows and plex forums and each is saying its the others problem. Can someone please verify if this works on their 950xl?

Plex does install for me on my 950XL, but I get that same error # when I try to install Fly Delta :/
