"Plugged in not charging"

From time to time I see this message when connecting my Surface Pro with the charger. According to this message, the connection is established but how come Windows reports "not charging"?

I have found that, although Windows reports "not charging", the battery is indeed being charged.

Can someone explain what this message exactly mean?
 
I see the same thing with my pro from time to time. I think it has something to do with how they changed the power app to support the power cover, which I have. The power management needs to choose which device get power in which order. The cover charges last and drains first to preserve the most power on board the tablet. So one has to be not charging so the other can be until it is topped off. Sometimes I think this system gets confused and either report improperly or doesn't charge all the way before stopping.
