Poor Signal Strength on L920 with GDR3 dev preview

I recently had my L920 replaced under warranty and immediately put the dev preview GDR3 on the new device so I could restore using wifi. It's a Rogers phone unlocked to run on Wind Mobile in Canada. I'm seeing very poor reception including no network at home where I previously had 2 bars at least on my old 920 and 3 bars at work where I should have a full 5. I put it side by side with a Nexus 4 and the Nexus gets full reception. Picking it up drops the bars down to 1.

Is this an issue with GDR3 (I don't have Lumia Black) or is it this replacement phone I was sent? Anybody have any similar issues?

See even I use Lumia 920 upgraded to Nokia black.. And like black day the network has gone down.. The 3g is not connecting as well,. I suggest u to go to Nokia care and get the amber update back..

go to settings - mobile network - change max data speed from 4G to 3G.
