pop-ups or lack off

I am still using a Nokia Lumia 630 on Windows 8.1, as it will not upgrade to Windows 10. Trying to view our cctv on it, can sign into the DVR from LAN or ddvs but both show the camera screen but the video section has "no pop ups"

Understand it needs IE / tools menu to allow these, but can only find IE / settings menu. Must be missing, something.
