Possible to completely turn cellular data connection off in build 10136?

Is it possible to completely turn off cellular data in Windows 10 Mobile build 10136? In the previous builds, even with the connection turned off, it would still be used occasionally and that would drain me of my prepaid credit. Had to revert to 8.1 because of that. Can anybody confirm?

create a fake access point and activate it.

If you use a lumia, just goto app list and click on access point. click on + sign, fill in any value in each of the fields. save it and tap it to activate.
