The only problem is: If I create an image on my computer's monitor, it'll look different on your phone's screen. It would also look different on my phone. Every display will show colors differently than others. Also, the brightness settings on your phone will change the look of the color.

It shouldn't be in either. At some point 8.1 will exist outside of the DP and will be a current OS and not upcoming or rumored, and this thread will still be relevant. Therefor it doesn't fit any of those forums.

That's EXACTLY what happened ...I made that background on Photoshop and when I put it on my phone, it looked different. May be someone knows what's the exact measurement to bring out that colour?

It really depends on what you phone displays. I think your best shot is, take your image and edit it on your phone. I don't use a lot of WP editors, but one of them has to let you modify the hue/brightness. That way you can change it directly on your screen and compare it to what you need. It should stay the same as long as the brightness isn't changed on your phone. Odds are you'll want to be on a setting of high to get a bright color like that.

I did just look through my installed apps. Not sure when/where I installed it, but I have something called 'photo editor'. It's made by a publisher named Tap Plex. Size is 2mb, current version is 1.1.0.0.

That was the first app on my phone that I tried, and it can do any adjustments. brightness, hue, saturation and more. After playing around with it for a few minutes, it seams like a really nice one.
