Power Off while charging

I am not able to Power off device as long as it is plugged in. Is this normal?
As soon as I slide down to power off, it will start back up.

Yes this is normal it helps in the updating process so the device will turn back on after a restart

No power off while charging. Actually, little reason to ever power off your phone. I usually power off/on about once a month just to clear things out, but not a requirement.
