Press and Hold - Menu Won't Scroll

I will "press and hold" on my C: drive. The menu (copy, paste, properties, etc) will come up and goes off the screen in the downward direction. There is a down arrow that I should be able to tap to access the bottom of the menu that goes off the screen. When I tap the down arrow nothing happens. Is this a bug?

Wow, I never noticed that before. Menus look different from touch long press to mouse long click - the spacing is drastically different.

On my screen the menu fits. Just. I could see it wouldn't on a smaller tablet.

Can you scroll it up and down using your finger?
