Problem activating Cortana in South Africa

I have activated Cortana on my PC running Win 10 by setting Region and Language to UK, but this does not work on my Lumia 820 running Win 8.1. It shows the Cortana tile but till says I'm sorry, but can't speak your language yet". What other setting must I change on the phone?
