Problem seting up family safe on new tablet

I upgraded our family home computer to wondows 10. I have my daughter on family safety with no problem there. We had her set up on a windows 8 tablet with no problem. That tablet was dropped and destroyed. Now a new 16gb tablet to replace that one. Kepps wanting to upgrade but fails and even though an invitation is sent to her email and accepted family safe will not register and work on the new tablet.
