Problem starting setup, how can I fix it?

Problem starting setup

I am trying to download windows 10 to my windows 7 PC. I keep getting this message "There is a problem starting setup. Close the tool, restart your PC and then try running the tool again". I have done this several times, even deleting the tool from my download file and starting again. Same results.
