Problem with Reset Protection- Lumia 640 XL

I recently reset my Lumia 640 XL after upgrading to a Lumia 950 XL. When I reset it, I was planning on selling it, so I went online and removed the device from my Microsoft Account. Stupid me forget to turn off reset protection however, and now the device is locked and I have no way to get the recovery key. Microsoft support has seemed to fail on every level to understand my issue, so I'm turning to this forum. How can I get this key? Want to give the phone to my younger sister or sell it, either way, I need the key or the phone is useless.

when you reset the device with reset protection enabled, it should ask you to login to your Microsoft account to complete the reset process.

Its not giving me that option, the only option forward is using a recovery key, which I cannot access
