since the news that support will end very soon and no new features are coming in...what are the chances that microsoft releases project astoria to the general public to take over?

Won't happen as they have scrap it. And it would be consider a feature placed within the OS.

Even if it did happen, the likelihood you'll be able to run the apps you want easily would be virtually nil. (there would still be no working Maps, Snapchat, etc.)
