Question about Surface Dock

I have a question about the Surface Dock: will the dock charge my phone, even when there is no Surface connected?

I mean, may I take my Surface Pro 4 with me to somewhere else (not connected to the Dock), and leave my phone connected to the Dock via USB, can the phone be charged in this case?
 
I believe the dock needs to be plugged into the wall so you would think the USB ports will be powered without the Surface attached. Can anyone chime in whether this is possible?
 
I think so too. The dock has to be plugged in by the power supply to work. Now the question is: if the dock is plugged in with electrical power, and a phone is connected into one of the USB ports. But the Surface is not connected. Will the dock charge the phone?
 
It seems obvious to me that it would, since the USB port on the regular charger works this way.
 
My SP3 dock charges the phone without the Surface being in the dock. I have to believe the SP4 dock will behave the same way.
