Quick time / SP3 not playing embeded in IE 11

Any else have this issue or found a solution.

Quick time embedded video will not play in IE11 on the desktop.

Some other embedded links show the quick time player but never play.

Is Enhanced Protected Mode turned on or off? Maybe toggling it and restarting will help?
