Quiet Hours = Cortana ???

This is not normal, that one very important function; Quiet Hours is only available for Cortana enabled countries (USA, GBR...) !?
I do not understand WHY IT IS TIGHT WITH CORTANA??? It is already there and ready for use - why mess it with voice activation???

Please release it as independent app, because there is no alternatives to set Your phone quiet at night or during meetings.

PS! It was basic in Nokia phones with Symbian... and it is normal on all other phone OS systems.

Get to know microsoft, when something is clear as the sun, to them it could be the dark era.
when something works perfectly fine, if you want them to add something, they have to do break it somehow until they'll somehow succeed doing as requested 2 years after.
