Read out caller name/number L720 India

I am a L720(Amber installed) user from India. I was looking for the feature of calling out the caller name or number and found out that I need to enable Speech for Phone Accessibility under Ease of Access. But to my disappointment, the feature is not available for my country(India).
Now, I wanted the members of this community to help in getting the feature by any 3rd party app orr any other way..

so WP central members are not capable to solve my problem??

That is the only way. No 3rd party app can solve this. Developers don't have access to that function.
